The current animated wind distribution can be seen on the map. Further weather information such as precipitation can be seen if you click the checkbox placed on the right panel.
Data such as; expected losses, number of damaged buildings can be seen when a typhoon, an earthquake, or a heavy rainfall occurs by the prefecture and city level.
By clicking the Past checkbox on the right panel, you can see the past events with information such as the number of damaged buildings caused by perils like typhoons or earthquakes that have happened in the past.
Many disasters occurred during the year 2018 in Japan, -including heavy rains in July, landfalls of five typhoons, and the Earthquakes of Northern Osaka and Eastern Hokkaido. The number of claims for insurance companies due to these series of disasters were approximately around 1.38 million, which is almost 1.6 times the insurance payments due to Great East Japan Earthquake that has occurred back in 2011.
The claims adjusters for the non-life and mutual insurance companies were overwhelmed by the claims. The staff from other prefectures and claims adjusters moved to the other areas to support these offices.
Since the response time is extremely important immediately after a disaster, some insurance companies run simulations to assess the loss claims and make various decisions based on these modeling results. In the past, the modelling results were only shared within the claims department of an insurance company as there is uncertainty in the predictions.
However, while the predictions are not 100% accurate, they can be of use to many stakeholders such as; logistics companies, construction companies that has on-going constructions, city offices, insurance agencies, and individuals. Thus we decided to widely share these predictions with the public.

The perils we implemented for loss prediction are heavy rain, typhoons, and earthquakes.
The Weather checkbox on the upper right corner shows the combination of Heavy Rain and Typhoons.
The Heavy Rain option includes the damage caused by; heavy rain and landslides, and excludes the storm surges, snow, and lightning.
The assessment of losses is based on the precipitation data gathered from the Japan Meteorological Agency (JMA). The maximum precipitation data that was gathered from the 7-day data is used from each observatory.
The observation data is then used in conjunction with our building database to assess the number of damaged buildings using various calculation processes. The number of damaged buildings is calculated only when daily precipitation exceeds a certain threshold. This threshold varies depending on the observation point, and the smallest threshold is about 80 mm.
The loss prediction of heavy rain using real-time precipitation may be updated from time to time based on the assumption of an inundation map as the accuracy of the prediction is reduced due to river breach.
In terms of the prefecture and city code, we use the latest one released by the Ministry of Internal Affairs and Communications (MIC) as of June 2020.

Typhoon category shows the damage caused by strong winds and low pressures. The damage by storm surge is not included. The damage caused by floods and landslides is evaluated by the Heavy Rain category.
We assess losses based on the observed and forecasted wind speeds provided by JMA. The gust wind speed observed within 7-day period and the 7-day forecast data are collected from JMA to calculate the maximum gust wind speeds during the period. A user can change the forecast data from JMA to NOAA or CMC.
The observation data is then used in conjunction with our building database to assess the number of damaged buildings using various calculation processes.
The number of damaged buildings is calculated only when maximum gust wind speed exceeds a certain threshold, which is about 30 [m/s].
Since the 10 meter standard height is used for the calculation process, the gust wind speeds announced by JMA does not necessarily match with the wind speeds used within the model.

Earthquake option displays the damage caused by ground shaking only. The damage caused by Tsunami or Fire Following is not displayed.
The losses are assessed based on the seismic intensity data provided by JMA. The list of latest earthquakes with seismic intensity is obtained from the National Institute of Informatics (NII), which shows the data on Disaster Prevention Information Telegram XML (seismic intensity bulletin) provided by JMA.
The earthquake with seismic intensity 3 or more is selected that has occurred within the past 7 days to present time. In the case of multiple earthquakes with similar maximum seismic intensity, the latest one is selected.
The number of damaged buildings is calculated using the observed seismic intensities within our building database. The soil data with 250 [m] mesh size is used for the calculation while the ground conditions such as landfill sites, mountains, or plateau zones are considered.
JMA operates approximately 4,200 seismometers. The number of seismometers used for assessment depends on the size of the earthquake. The list of seismometers that is used for the analysis was last updated in March 2019.
The number of damaged buildings is only analyzed when the JMA seismic intensity is 5- or more.
If the JMA intensity is less than 5-, no analysis is conducted and the number is not displayed, however our assumption does not assure the number of damaged buildings to be 0.

This site displays several typhoon track forecast. These are the announcement by JMA, or the typhoon tracks by analyzing atmospheric pressure obtained from overseas meteorological agencies. Regarding its display, it has been confirmed with JMA that there is no problem with the Meteorological Service Law.
The weather information is taken from JMA or other overseas meteorological agencies such as NOAA without any modifications as part of the functionality of the site.
The loss prediction simulation should not be confused with warnings issued by JMA. The JMA warnings are for when a major catastrophe is on its way. This website does not issue any warnings or weather forecasts.

台風、豪雨、または地震が発生した際、予想される被災建物数を都道府県別・市区町村別に表示します。
平時は被災建物数が表示されません。メニューで「過去」を選択頂き、過去に発生した台風や地震による被災建物数をご参照下さい。
2018年は6月の大阪府北部地震に始まり、平成30年7月豪雨や台風第21号を含めた5つの台風の上陸、北海道胆振東部地震が発生するなどの多くの災害に見舞われた年でした。
2018年の一連の自然災害による損害保険各社の累計の支払件数は約138万件となり、東日本大震災による地震保険の支払件数の約1.6倍の規模に達しました。
損害保険会社(以下、損保会社)や共済団体はこれら支払いのため、膨大な人員を投入しました。
被災地の社員だけでは対応が困難であったことから、現地などに対策本部を設置し、他県の社員や損害保険鑑定人が被災地に応援要員として向かいました。
これら一連の対応の意思決定は発災直後に行う必要があります。そこで、一部の先進的な損保会社では、シミュレーションによる被害予測を実施し、その予測結果に基づいて各種の意思決定を行っています。
従来、被害予測の結果はその予測誤差もあることから、損保会社の関連部署のみが知る情報でした。
しかし、被害の規模を早期に把握することは多くのステークホルダー、とりわけ物流に関わる関係者、建設会社の施工責任者、自治体の防災担当者、保険代理店、個人にとっても有益な情報になると考え、広く一般に公開する事としました。

被害予測の対象としている災害は豪雨、台風、地震になります。
地図の右上のパネルにある「気象災害」とは、豪雨と台風が合わさったものを意味しています。
そのため、以下では、豪雨、台風、地震に区分し、それぞれの評価手法を示します。
豪雨の被害予測では、豪雨災害、土砂災害による被害を評価しています。雪、落雷などの被害は含まれません。
豪雨の被害は、気象庁が観測した降水量に基づいて評価しています。
具体的には、気象庁から当日と過去7日間の計8日間に観測された24時間降水量のデータを取得し、それぞれの観測地点における同期間の24時間降水量の最大値を計算します。
そして、24時間降水量と建物データベースを入力データとし、様々な計算プロセスを経たのち、予想される被災建物数を評価します。
ただし、24時間降水量がある閾値を越えた場合のみ、被災建物数を計算しています。閾値は観測地点により異なりますが、最も小さい閾値でも約80mmとなります。
リアルタイムの降水量を用いた豪雨被害予測は、河川決壊等により予測精度が低下するため、浸水想定地域に基づき予測内容を随時更新する場合があります。
建物データベースには、住宅用建物のみならず、日本に存在するすべての建物が含まれています。
都道府県および市区町村のコードには、2020年6月時点における最新の総務省による全国地方公共団体コードを使用しています。

台風の被害予測では、台風による強風の被害を評価しています。高潮、竜巻などの被害は含まれません。台風に伴う洪水や土砂災害の被害は、上記の「豪雨」で評価しています。
強風の被害は、気象庁の予報もしくは観測した風速に基づいて評価しています。
具体的には、過去7日間から当日の計8日間までの観測データと、当日から7日間先までの予報データを取得し、それぞれの観測地点における同期間の最大瞬間風速の最大値を計算します。ここで予報データは気象、NOAA(米国海洋大気庁)、CMC(カナダ気象センター)から選択することができます。
そして、最大瞬間風速と建物データベースを入力データとし、予想される被災建物数を評価します。
全球モデルの予報データや観測風速に基づいて評価しているため、台風だけでなく、低気圧などのあらゆる強風が被害予測の対象に含まれます。
ただし、最大瞬間風速が約30m/s以上となった場合のみ、被災建物数を分析しています。
なお、計算プロセスにおいて、観測された風速には風速計の高さ補正を施しているため、気象庁が報道機関を通じて発表する風速と、評価に用いる風速とは若干の違いがあります。

地震の被害予測では、地震による揺れの被害を評価しています。津波や地震後火災などは含まれません。
地震の被害は、気象庁が観測した計測震度(震度階)に基づいて評価しています。
まず、気象庁の防災情報電文(震度速報)XMLの情報をまとめた国立情報学研究所のサイトから直近の地震のリストと計測震度のデータを取得します。
評価の対象とする地震は、直近8日間(当日を含む)に発生した震度3以上の地震のうち、最大震度を観測した地震になります。最大震度が同じである地震が複数あった場合、より直近の地震を対象としています。
そして、計測震度と建物データベースを入力データとし、予想される被災建物数を評価しています。
評価プロセスにおいては、250mメッシュの地盤データを用いて、埋立地、山地、台地などの地盤の軟弱さも考慮しています。
気象庁が活用している震度計は全国で約4,200地点であり、地震の規模や範囲により評価に用いる震度計の数は異なります。
震度観測点のリストは、2019年3月時点における最新の「震度観測点一覧」を使用しています。
ただし、震度観測点一覧にない震度計が防災情報電文(震度速報)XMLに含まれていた場合、それは被害予測の結果や画面上の震度分布の表示には反映されません。
また、震度階が5弱以上となった場合のみ、被災建物数の分析を行っています。
震度階が5弱未満(4以下)の場合は被災建物数は分析していないため、結果は表示されません。しかし、これは被害が発生していないことを(被災建物数を0棟と)予測しているものではありません。
